Industrial S&T Parks

Science and technology industrial park is a new thing brought about by the worldwide new technological revolution and the reform and opening to the world drive in China. The Beijing Experimental Zone for the Development of New Technology industries, the first science and technology industrial park in China, was approved to set up by the State Council in May, 1988. And in August of the same year, the " Torch Programmed " aiming at promoting the commercialization, industrialization and internationalization of China' s hi-tech achievements began to bring into effect. Since then, as the major part of the " Torch Programmed ", science and technology industrial park has been vigorously growing one after another in the country.

By now, China has 52 science and technology industrial parks at the state level and more than 70 service centers with the aim of bringing up hi-tech enterprises and their entrepreneurs. Some industrial parks at the provincial level have also been established in the areas where conditions are favorable. In the meantime, some development belts for hi-tech industries to renovate traditional industries and speed up the development of local economy have gradually taken shape in the areas with intensive economy and technology.

In the past few years, these industrial parks have reaped an accumulative income of 193. 03 billion yuan from technology, industry and trade with a gross profit of 24.48 billion yuan, and realized nearly 2000 projects under the national " Torch Programmed ". In the year 1994 alone, the total revenue from technology, industry and trade in these parks reached 94.26 billion yuan. And the major economic indexes or these parks have been doubling since 1991.

As the important base for development of hi-tech industries in China, the radiation source for the dissemination of hi-tech know-how to traditional industries, the window for opening to the world, and the experimental zone for the deeding of reform, these parks are playing an important role in constructing the modernized China. Hi-tech industry is the focus of. International economic and scientific competition. Both President Jiang Zemin and Premier Li Peng have stressed clearly in their addresses at the National Science and Technology Conference that hi-tech industry should be given priority on the development agenda. Speeding up the development of science and technology industrial park is the important content of China's strategy of revitalizing the nation with science and education.

Before the opening of the Fourth World Conference on Science and Research Parks to be held in Beijing, it is a significant undertaking to compile and publish a special issue of "Science and Technology Industrial Parks of China " to demonstrate the achievements and present situations of these parks to the country and even the world.

After all, these industrial parks in China have a history of only a few years, and further development of them needs more support and help from home and abroad. We would like to take this oppournity to express our sincere gratitude to entrepreneurs and bankers from abroad for their contribution to these parks in the past few years. More foreign friends are wholeheartedly welcome to the parks to invest and establish solely-funded hi-tech companies or joint ventures.
