Promotional Policies
Promoting organisations
To meet its S&T objectives, HKITCC has developed three major programmes: Technology-Based Business Incubation Programme, Technology Transfer Programme, and, R&D Support and Services Programme. Technology Focus Areas are: Multimedia and networking, Telecommunications, Software and systems, Microelectronics and components. Promotional policies of HKAAST and HKEIA are also discussed.
Hong Kong Industrial Technology Centre Corporation's goals
The Hong Kong Industrial Technology Centre Corporation (Tech Centre) (HKITCC)'s goals are:
- Facilitating Hong Kong's transformation from labour-intensive to higher value-added technology-intensive industry,
- Creating more advanced engineering opportunities and capabilities in Hong Kong,
- Stimulating capital investment in Hong Kong's high-technology industry,
- Making the best use of Hong Kong's human, technological, academic and financial resources.
To meet its objectives, HKITCC has developed three major programmes :
Technology-Based Business Incubation Programme - to assist high-technology start-up companies by providing marketing, finance, technology and management assistance
Technology Transfer Programme - to develop Hong Kong as a premier technology hub in the Asia Pacific Rim by fostering the technology industry in Hong Kong, facilitating the transfer of technological innovation to Hong Kong & attracting international technology providers to be based in Hong Kong. The Technology Transfer Programme provides a collection of services and activities to facilitate the promotion of technological innovation and application of technologies in Hong Kong industry. Technology Transfer Programme are developed on the foundation to provide and facilitate :
- Technology Promotion- promote the awareness of technology in Hong Kong and promote technology excellence of Hong Kong abroad.
- Technology Sourcing- provide latest technological trends and the rapid exploitation of technology development and opportunities.
- Technology Dissemination- facilitate the exchange and transfer of technology through seminars, conferences, exhibitions and publications.
- Technology Transfer- provide the infrastructure, knowledge and resources to actualize the application of technology
R&D Support and Services Programme - to help companies reduce entry barrier and shorten time to market. The programme is designed to assist companies to reduce entry barrier and shorten the time to market.

HKAAST
Hong Kong Association for the Advancement of Science and Technology (HKAAST):
The aims and objectives of the Association are:
- To promote communication, mutual interchange, and cooperation in the diverse fields of science and technology among its members.
- To assist in the establishment, and the subsequent maintenance, of standards in the professions and in the fields of science and technology relative to international standards.
- To assist in the establishment, and the subsequent maintenance, of internationally acceptable academic standards in science and technology in the education system in Hong Kong.
- To seek to promote scientific and technological advancement on various fields of activity in Hong Kong, in education, commerce, industry, etc. with the specific intention of contributing to the continued prosperity of Hong Kong.
- To promote and further develop science and technology as a culture in the Hong Kong community.
- To help to maintain the respect and status of science and technology enjoyed in the Hong Kong community.
Based on the above the Association will:
- Collect and disseminate comprehensive information and data in science & technology in a suitable form to members who are interested in such matters and to others as necessary.
- Promote scientific and technological exchanges between Hong Kong and other countries.
- Organize scientific and technology talks and seminars on a regular basis for members and the general public.
- Organize social functions from time for members of the Association.
- Identify and encourage research and development in areas with particular reference to products manufactured in Hong Kong.
- Raise funds in an appropriate manner to finance the growth, development, and activities of the Association.
Hong Kong Electronic Industries Association (HKEIA): HKEA is focussing on Hong Kong / China region, so as to increase and sharpen the competitiveness of Hong Kong in the global market. It has made the following recommendations:
- That the government offer incentives to attract multi-national companies to establish R&D test labs and facilities in Hong Kong -- incentives such as land, residence, etc. The HKEIA also cautions that profitability and incentives to MNCs and investors should be resolved on priority.
- That an overall industrial policy be established and closely followed by the government in support of technological innovation activities. Without such long-term commitment, the HKEIA finds it difficult for investors and MNCs, as well as local industrialists, to select and justify Hong Kong as a base for R&D activities.
- That the Government fund R&D and testing labs at Mainland universities, e.g. Tsing Hua University, Beijing University, etc., managed by HK industrialists, in order to tap the Mainland's technological resources.
Hong Kong Productivity Council: HKPC has established a number of technology centres for various industry types. It is also in the process of developing three comprehensive database projects: An Intelligent Information Network for Hong Kong Watches and Clocks Industry; An Intelligent Information Network for Hong Kong Diecasting Industry, and HK-PRD Plastic Linkage Database.
