In the Philippines the government sector is major R&D player accounting for almost 80 percent. It has long been a goal of Philippine S&T policy to raise the private sector share in R&D.
The Department of Science and Technology (DOST) leads the government's efforts. Under the direction of the Secretary of DOST, a number of activities have been initiated to support S&T. STAND Philippines 2000 was to carry out its objectives through:
- Use of emerging technologies;
- Increasing private-sector participation;
- Networking;
- Manpower development;
- Review of policies affecting science and technology; and
- Technological dynamism and monitoring.
DOST is active on:
- Improved access to technological initiatives and a system of continuous assessment;
- Intensification of industry-oriented skills development; and
- Establishment of sophisticated R&D centers and laboratories.
With almost half of the country's labor force centered in agriculture, the Philippine government is making concerted efforts to enhance the technological base and competitiveness of farming. These efforts aim at increased fruit production. Biotechnology sector carries out significant amount of research on health and nutrition.
